All Building, Mechanical, Electrical and Plumbing permits may be obtained at the Department of Permits and Inspections Counter on the fourth floor of the City Hall Building. The City Hall Building is located at 801 Crawford Parkway. Metered parking is available under the building or in the surface lot on the left side of the building.
Permits and Inspections is open for business Monday through Friday between the hours of 8 a.m. and 5 p.m. All recognized state and national holidays are observed.
Cash, check, and credit cards are the only methods of payment currently accepted.
Design review districts in Olde Towne, Downtown, Park View, Port Norfolk, Cradock, and Truxtun require review and approval of all exterior alteration by the appropriate reviewing authority.

Required Items for Submitting Permit Application
Please submit the following to ensure that sufficient material is submitted relative to permit application:- One application permit application, thoroughly and accurately completed, signed, and dated.
- Two sets of construction documents with complete construction information and details.
- Two copies of the site plan or property plat/survey.
- Certificates of appropriateness from applicable review committees in Historic Districts or Design Districts.
