Officer John Wilson
November 11,1871

Officer Wilson was the first black officer killed in the line of duty in United States; he was also believed to be the first black officer in the United States. Officer Wilson was shot during a political rally at High Street and Court Street. Two other officers were injured during the same incident.

Officer William S. Winningder
August 11, 1908
 

Officer Winnindger was shot with his own weapon in the 300 block of Glasgow Street while attempting to serve a warrant on one James Strong who was charged at that time with "Wife-Beating."

Elridge R. Story
November 30, 1936
 

Officer Story was shot accidentally by a special watchman while making an investigation in a coal yard in the 1500 block of County Street. Officer Story died almost two years later from complications.

Officer John R. Nobrega
January 29, 1958

Officer Nobrega was killed following a traffic crash at Portsmouth Boulevard and Elm Avenue.

Officer Vernon L. Davis
March 5, 1963

Died of natural causes while on duty.  Officer Davis' son went on to become a Portsmouth Police Officer and recently retired (Detective R. Davis).

Officer Richard C. Journee Jr.
January 20, 1966

Died of natural causes while on duty.

Officer David W. Carpenter
February 7, 1967

Officer Carpenter was run over by a stolen vehicle on Belmont Avenue and Interstate 264 off-ramp as he attempted to set-up a road block.

Sergeant Earl P. Wilkins
April 9, 1968

Sergeant Wilkins was assigned to Interstate 264 overlooking Rodman Avenue for surveillance during the Martin Luther King riots in Portsmouth. A drunk driver traveling from Suffolk to Norfolk struck Sergeant Wilkins and his motorcycle on a grassy strip off the road.

Officer William H. Austin
June 18, 1969

Officer Austin was killed at the Dixie Restaurant at High Street and Mount Vernon Avenue, as he was holding a suspect who had just committed an armed robbery.

Officer Joseph M. Weth Sr.
May 28, 1982

Officer Weth was killed in the line of duty when the airplane he was piloting crashed. Other city officials were also on board and died.

School Crossing Guard
Joyce Hawkins
December 12, 1991

School Crossing Guard Hawkins was killed in the line of duty after being struck by an automobile on Rivershore Road.

Officer Richard L. Spaulding
November 23, 2005

Officer Spaulding died of natural causes while on duty and transporting a prisoner to jail following a vehicle pursuit.
