The Portsmouth Police Department’s Community Services Unit is committed to identifying the causes of crime and disorder and the detractors from quality of life in the City of Portsmouth.  Then, working in partnership with the community, we will take all necessary steps to eliminate the environment that contributes to crime and a decreased quality of life for our citizens.

The Unit is divided into the NEAT Unit and the Crime Prevention Unit.  The NEAT Unit is divided into two groups each supervised by a sergeant.  There are sixteen (16) Neighborhood Impact Officers (NIOs) assigned to these two groups.  These officers cover nine geographical areas encompassing the entire city.  Four of the officers are assigned to public housing communities within the city.

The NEAT Unit’s primary responsibilities are to identify chronic neighborhood quality of life concerns with the help of citizens, churches or businesses.  Another key responsibility is establishing partnerships with these same groups that foster trust between the police department, neighborhoods and city government.  These partnerships allow for resource sharing resulting in increased problem-solving.

To report recurring narcotics activity in your area, please use this form.  The information will be sent to the Special Investigations Unit and the Community Services Unit.  CLICK HERE
