The Transportation system is a complex infrastructure network that connects
the citizens of Portsmouth with each other and links them to the region, the
state, and the world. Transportation systems influence development patterns,
support or hinder urban redevelopment, and create an integrated network for all
aspects of urban living, commerce, and environmental quality. The City considers
the transportation system to be an integral infrastructure component of the
city's overall strategy to create a dynamic local economy and provide an
excellent quality of life for residents.
Over the course of the next twelve months, the City of Portsmouth will work
closely with our citizens to prepare its first Master Transportation Plan (MTP)
to guide implementation of the Destination 2025 Comprehensive Plan goal of “a
multi-modal transportation network with enhanced features that support the City
of Portsmouth’s quality of life and economic viability.”
Another goal of the plan is to improve and interconnect ALL forms of
transportation within the City, including:
- Mass transit
- Vehicular
- Truck
- Bicycle
- Light Rail
- Pedestrian
- Recreational
- Water
- Air
- Cargo Rail
The Master Transportation Plan will focus on creating multi-modal strategies
that can improve the economic, social, and physical health of communities while
providing mobility and travel choices. The Plan will also incorporate fiscally
sound strategies and concepts that support quality growth and development, where
preferred land use patterns and community revitalization goals provide structure
and guidance for transportation investments.
The MTP will comprehensively address the needs of the “end users” of our
transportation network and develop tailored and effective transportation
solutions. The goal is to create a balanced transportation system that works, so
that each mode reaches its potential and users have meaningful mobility choices.
The final document will be a user-friendly document that educates
decision-makers, motivates the public, and challenges long-held precepts
regarding transportation priorities.
