PORTSMOUTH, VA – Effective July 1, 2009, the refuse fees have increased to $40.72 per month, per dwelling unit. This change was due to the increase in tipping fees charged by the Southeastern Public Service Authority (SPSA).
On April 23, 2009, SPSA increased their tipping fees from $104 per ton to $170 per ton. In order to generate the funds required to pay for the tipping fees to SPSA, it was necessary for the City of Portsmouth to increase the refuse charges.
Portsmouth customers are billed bi-monthly for water, sewage maintenance, and refuse through a bill that is payable to the Public Utilities Department. Effective July 1st, the refuse portion of the bill is $81.44, which reflects two months of the $40.72 fee.
