As a part of the Comprehensive Plan Implementation process, the Planning Department secured the services of the Architectural and Planning firm Frazier Associates of Staunton, Virginia to evaluate the City’s current Historic District review program and provide recommendations that streamline the review process. The formal report resulting from the evaluative efforts of Frazier Associates is entitled Portsmouth FOCUS Historic Districts’ Report (Final Draft) January 2007.
The report provides various recommendations for evaluating historic district development including a three-tier development review process. The three-tier approach includes expanded staff administrative review and the creation of one (1) Historic Preservation Commission (HPC) in lieu of the two (2) Commissions of Architectural Review (CAR) boards currently in existence.
This report is available for review in the Planning Department located on the 4th floor of City Hall, 801 Crawford Street in Downtown Portsmouth. CD versions are also available to be purchased for $5.00 in the Planning Department. In addition, if you live in an historic district, you may contact your civic league to review a copy.
