Charter Amendment: Balanced Budget Requirement

Place in the Portsmouth City Charter a legal requirement to pass a balanced budget.

PASSED

Charter Amendment: Authority for the creation of an independent position of a City Auditor

The independent City Auditor would be appointed by Council; serving at the Council’s pleasure and report solely to Council.

PASSED

Amend and reenact VA State Codes 58.1-3709 and 15.2-2286 relating to the issuance of business licenses if delinquent on taxes and other city taxable obligations Currently neither code section addresses that all delinquent local taxes must be paid prior to having a business license or zoning special exception, special use permit, variance, rezoning or other land disturbing permits issued.

These two code sections would be revised to reflect that "all delinquent real estate taxes, nuisance charges, storm water management utility fees, and any other delinquent charges that constitute a lien on Real Estate have to be paid prior to the issuance of a business license".

Study Request:
Provide a grading system for felony non-violent offenses
Citizen request

By grading these offenses it could provide an opportunity for lesser offenders to more easily become gainfully employed thereby reducing chances for recidivism.

FAILED

Non-State Agency Funding Requests Due to the continued soft economy and budget crises, no request will be included for non-state agency funding.
