Operations Division
Operations Division provides the services
necessary to take care of PFRES employees and facilities. While the primary functions of
Operations Division are emergency medical services and fire
suppression, they respond to all 9-1-1 calls to the department.
Deputy Chief for Operations
Deputy Chief Beck Barfield
 |
Deputy Chief Barfield was appointed to the
position of Deputy Chief in 2003 following 28 years in
various assignments with the department. He is
responsible for all personnel and functions of the
Operations Division including staffing, operational
policies and procedures, emergency response, and call
analysis.

District 1A Battalion Chief
Battalion Chief Greg Parsons

Battalion Chief Parsons
began service with PFRES in 1990. He was promoted to
Battalion Chief in 2005. Battalion Chief Parsons is
currently assigned to District 1 on "A" shift,
overseeing all operations in the downtown and eastern
areas of Portsmouth. Battalion Chief Parsons
additionally oversees the Regional Hazardous Materials
Team. He holds an Associate degree (Fire Science) from
Tidewater Community College.

District 2A Battalion Chief
Battalion Chief Jeff Terwilliger

Battalion Chief Terwilliger has been with the
department since 1994. After having served in
numerous suppression and special operations assignments,
he was promoted to Battalion Chief in 2005.
Battalion Chief Terwilliger is currently assigned to
District 2 on "A" shift, overseeing all operations in
the midtown and western areas of Portsmouth.
He holds an Associate degree (Fire Science) from
Tidewater Community College, a Bachelor degree
(Organizational Management) from Bluefield College, and
a Masters degree (Executive Fire Service Leadership)
from Grand Canyon University. Battalion Chief Terwilliger is also a graduate of the National Fire
Academy Executive Fire Officer Program and has received
Chief Fire Officer designation from the Center of Public
Safety Excellence.

District 1B Battalion Chief
Battalion Chief Jim Hoffler

Battalion Chief Hoffler joined PFRES in 1979
and was promoted to battalion chief in 1994.
Battalion Chief Hoffler previously served on the
Heavy/Tactical Rescue Team, Hazardous Materials Team and
as EMS Division Chief and Chief Fire Marshal. Still a practicing paramedic after 30 years, Battalion
Chief Hoffler
is currently assigned to
District 1 on "B" shift, overseeing all operations in
the downtown and eastern areas of Portsmouth. He
also oversees production of pre-fire plans for the
department.

District 2B Battalion Chief
Battalion Chief Donald Newberry

Battalion Chief Newberry entered service with PFRES
in 1991. Promoted to Battalion Chief in 2005, Battalion
Chief Newberry is currently assigned to District 2 on
"B" shift, overseeing all operations in the midtown and
western areas of Portsmouth. Battalion Chief Newberry
also oversees the Heavy/Tactical Rescue Team. He received
his Associate degree (Environmental Protection)
from Tidewater Community College.

Battalion Chief Michael Stockton

Battalion Chief Stockton started employment
with PFRES in 1992, serving in various suppression and
administrative assignments until his promotion to
battalion chief in 2009. Battalion Chief Stockton
is currently assigned to
District 1 on "C" shift, overseeing all operations in
the downtown and eastern areas of Portsmouth. Battalion Chief Stockton holds
an Associate degree (Fire Science) from Tidewater
Community College and a Bachelor degree (Business
Administration) from Old Dominion University.

District 2C Battalion Chief
Battalion Chief Danny Miller

Battalion Chief Miller entered service with PFRES in
1994. Promoted to Battalion Chief in 2008, Battalion
Chief Miller is assigned to District 2 on "C" shift,
overseeing all operations within the midtown and western
areas of Portsmouth. He also coordinates PFRES
participation in FEMA's Virginia Task Force 2 Search and
Rescue Team. |
