Battalion Chief Jeff Terwilliger

Chief Terwilliger was promoted to Battalion Chief in August 2005.  He has  been with the department since 1994.  He currently serves as the city's Deputy Coordinator of Emergency Management responsible for the development, implementation and exercise of citywide disaster plans.
Chief Terwilliger also serves as the department's liaison with the E911 Communication Center.  He currently holds an AS in Fire Science and will graduate with his BS in Organizational Management in December 07. Chief Terwilliger is currently enrolled in the National Fire Academy's four year Executive Fire Officer Program.

Battalion Chief Earl Fly

Battalion Chief Earl Fly has been with Portsmouth Fire Department since 1972. Chief Fly was promoted to Battalion Chief after serving as a Fire Captain for 10 years.

Battalion Chief Ron Early

Chief Early served in the position of EMS Manager for 2 1/2 years before he was promoted to Battalion Chief. In his current position as an Administrative Battalion Chief he continues to lead the EMS Operations within our department. Under his direction the citizens of Portsmouth have benefited from many positive and progressive changes to the delivery of Emergency Medical Services within our city. Additionally Chief Early is the departments Public Information Officer (PIO).
