Citywide and Community Grants Programs

Coordination of the monitoring, technical assistance, and support services to federal, state and local grants. These duties also include management of all correspondence and reports, and acting as liaison between granting agencies and the City.

GUIDELINES FOR NON PROFIT ORGANIZATIONS
REQUESTING ASSISTANCE IN PREPARING GRANT APPLICATIONS FROM THE CITY OF PORTSMOUTH’S
GRANTS PROCESS ACTION TEAM
  1. Non profit organization completes Grant Summary Form.
  2. President and/or their designee forwards or hand delivers to Grants Coordinator a letter of request for assistance with the completed Grants Summary Form attached. NOTE: May secure request via computer.
  3. Team IV reviews the non profit organization's Grant Summary Form to determine if it meets City Council's established goals and assigns the organization to a Grants Team. NOTE: If the project does not meet City Council's goals, the Grants Coordinator or designee notifies the non profit organization.
  4. The City Council goals are:
    1. Fiscal Strength – grant projects should contribute towards the overall fiscal strength of the City providing quality services at a substantial value for its citizens.
    2. Economic Development – grant projects should enhance business prosperity and attract highly skilled, well educated employees to the City.
    3. Neighborhood Quality – grant projects should improve the quality of life, security and safety of local neighborhoods.
  5. If approved, Team IV assigns non-profit organization to a Team. The Grants Team provides technical assistance, review grant proposal(s) and conducts follow-up on grant award.
  6. All requests for Team review of grant proposals must be submitted to the Grants Coordinator two weeks prior to the due date.
  7. Grants Team notifies Grants Office of granting agency's decision.
  8. Grants Coordinator maintains records, compiles report for Management and City Council of the non profit organizations served.

The Grants Process Action Team is responsible for providing technical assistance only. Grant preparation and financial monitoring is to be completed by the non profit organization. (Click here for the Grants Process Action Team Listing)
