Government

Portsmouth operates under the Council-Manager form of government, with the City Council consisting of a mayor and six other council members. The mayor is elected directly by the voters on an at-large, non-partisan basis, as are the remaining members of the City Council. As policy directors, Council makes all laws, resolutions, and passes ordinances to ensure the welfare and continued progress of the City.
