A native of Portsmouth, Virginia and former Deputy City Manager, Mr. Rowe has over 30 years of experience managing Virginia cities. He has previously served as manager in Suffolk, Poquoson, Clifton Forge, Emporia, and Windsor. As the new City Manager, Mr. Rowe will focus on the City's finances and economic development.

He is married to Carol Evangelo Rowe and they reside in Portsmouth.
