Department of Behavioral Healthcare Services

Since 1969, DBHS has worked with the other thirty-nine Community Services Boards throughout the Commonwealth of Virginia to provide comprehensive services. Advisory Board members are appointed by City Council and volunteer their time to be sure we are meeting the vision: "The citizens of Portsmouth will recognize the Department as a leader in professional behavioral healthcare and choose us because of our exceptionally effective, caring and affordable services."

The Portsmouth Department of Behavioral Healthcare Services (DBHS) provides prevention, treatment and support services that:

• Are consumer and family focused and community based
• Provide choice, involvement, and diversity
• Maximize full integration into community life in the least restrictive environment
• Are accessible, coordinated and comprehensive.
