A parade permit is issued for any march, demonstration, procession or motorcade consisting of persons, animals, or vehicles, or a combination thereof, upon any traditional public forum within the city that interferes with or is likely to interfere with the normal flow of regulation of pedestrian or vehicular traffic within said forum. This includes footraces and bicycle races.

A Expressive Activities Permit is issued for any activity protected under the First Amendment other than a parade of public assembly including, but not limited to, leafletting.

If your activity is protected by the First Amendment, you are exempt from the application fee.
