We would like to welcome you to the start of another Open Enrollment season. It is our pleasure to provide you with this important resource regarding your benefits. This site has all of the
information you will need for Open Enrollment so you can make an informed decision that is right
for you and your family.
The Open Enrollment process will be online through the new Employee Self-Service (ESS) e-benefit portal. All employees will elect their benefits using the self-service portal. Please Note: Benefit eligible employees will need to re-enroll in all plans they elect for 2017. All benefit eligible employees with an email address will receive an email from firstname.lastname@example.org providing information on the e-benefit portal. For those who do not have an email address, your department will provide you with the information.

Retiree Open Enrollment starts on October 24, 2016 and ends November 5, 2016.
Retirees who are unable to complete the 2017 online open enrollment process may use the
2017 Retiree Open Enrollment Fillable Form to submit benefit selections for Plan Year 2017 to Benefits@portsmouthva.gov or directly to City of Portsmouth, Human Resource Management,
801 Crawford St., Portsmouth, VA 23704. Please address further questions to (757) 393-8626.
